10.8.6.2.1. When first observed, follow the format in Attachment 3 to immediately
encode and disseminate an observation including all elements from the body of the
observation and the single remark for tornadic activity.
10.8.6.2.2. If the initial observation to report the beginning, change in type, or ending
of tornadic activity is missed (e.g. personnel sheltering for safety), at the first
opportunity follow the format in Attachment 3 to disseminate a full observation
including the begin/end times of the tornadic activity. (T-1).
